So as far as I can tell, even though I'm using Jenkins with an fips-mode agent, I can't generate a PEM encoded private key. This requires me to generate a new key using an older version of ssh-keygen, convert that to PEM, and then export it to the older format that you've tested out. I would prefer to just use the new format. I'm so ready to just give up and use a certificate instead. :)
You may be wondering why the Jenkins community plugin would use an older format just because the Jenkins community is very stable and will not move on from an established format, but ssh-keygen(1)'s author has the following to say about the PEM format:
The OpenSSH format allows for any number of lines, the PEM format allows for a maximum of no more than a single line. If the key is too large to fit in a single line, ssh-keygen will split it into several lines. However, the OpenSSH format does have an extra newline at the end of the file if this is done.
The bcrypt+HMACSHA2 is a joke and it's open to a MITM attack where the attacker can change the plaintext password, and then feed it back to you as the key. Your best bet is to switch to ssh-keygen(1) that generates a random key and use a passphrase.
The Jenkins SSH agent plugin uses trilead-ssh which only supports the legacy PEM and new SSH2 private key file formats. In certain hardened environments, SSH keys are mandated to be encoded in PKCS#8 (presumably because they're more universal and allow for password protection and encrypting the key) to the point where OpenSSH and ssh-keygen are patched to only support PKCS#8 private keys.
If I'm understanding this correctly, the tool that generated this key was running the ssh-keygen program. A random string was generated, and it was converted to a PEM or SSH2 format. OpenSSH or Jenkins can export the key in any format.
