For the purpose of stable plasma equilibrium control and detailed analysis, it is essential to reconstruct an accurate plasma boundary on the poloidal cross section in tokamak devices. The Cauchy condition surface (CCS) method is a numerical approach for calculating the spatial distribution of the magnetic flux outside a hypothetical surface and reconstructing the plasma boundary from the magnetic measurements located outside the plasma. The accuracy of the plasma shape reconstruction has been assessed by comparing the CCS method and an equilibrium calculation in JT-60SA with a high elongation and triangularity of plasma shape. The CCS, on which both Dirichlet and Neumann conditions are unknown, is defined as a hypothetical surface located inside the real plasma region. The accuracy of the plasma shape reconstruction is sensitive to the CCS free parameters such as the number of unknown parameters and the shape in JT-60SA. It is found that the optimum number of unknown parameters and the size of the CCS that minimizes errors in the reconstructed plasma shape are in proportion to the plasma size. Furthermore, it is shown that the accuracy of the plasma shape reconstruction is greatly improved using the optimum number of unknown parameters and shape of the CCS, and the reachable reconstruction errors in plasma shape and locations of strike points are within the target ranges in JT-60SA.

Several national health care-based smoking cessation initiatives have been recommended to facilitate the delivery of evidence-based treatments, such as quitline (telephone-based tobacco cessation services) assistance. The most notable examples are the 5 As (Ask, Advise, Assess, Assist, Arrange) and Ask. Advise. Refer. (AAR) programs. Unfortunately, rates of primary care referrals to quitlines are low, and most referred smokers fail to call for assistance. To evaluate a new approach--Ask-Advise-Connect (AAC)--designed to address barriers to linking smokers with treatment. A pair-matched, 2-treatment-arm, group-randomized design in 10 family practice clinics in a single metropolitan area. Five clinics were randomized to the AAC (intervention) and 5 to the AAR (control) conditions. In both conditions, clinic staff were trained to assess and record the smoking status of all patients at all visits in the electronic health record, and smokers were given brief advice to quit. In the AAC clinics, the names and telephone numbers of smokers who agreed to be connected were sent electronically to the quitline daily, and patients were called proactively by the quitline within 48 hours. In the AAR clinics, smokers were offered a quitline referral card and encouraged to call on their own. All data were collected from February 8 through December 27, 2011. Ten clinics in Houston, Texas. Smoking status assessments were completed for 42,277 patients; 2052 unique smokers were identified at AAC clinics, and 1611 smokers were identified at AAR clinics. Closed-cycle Joule-Thomson (JT) cryocoolers have been developed at National Metrology Institute of Japan (NMIJ)/National Institute of Advanced Industrial Science and Technology (AIST) with the aim of realizing a liquid-helium-free calibration apparatus for cryogenic thermometers between 0.65 K and 25 K. The latest JT cryocooler at NMIJ/AIST consists of a {sup 3}He JT cooling circuit and a pulse tube mechanical refrigerator. The characteristics of the apparatus including a residual gas analysis of the JT cooling circuit are presented in this paper. Currently the initial cool-down is performed using a heat-exchange gas. It normally takes about 30 h to reduce the temperaturemore » from room temperature to 5 K at the thermometer comparison block of the apparatus. The correct timing of the removal of the heatexchange gas is important for the efficient operation of the apparatus. Incomplete removal of the heat-exchange gas induces excess heat load on the apparatus and thermal disturbances. Some examples of abrupt temperature bursts are discussed in this paper. Mechanical refrigerators generate cyclic mechanical vibrations, and precision resistance thermometers are usually very sensitive to a mechanical vibration. The measured vibration level of the developed apparatus is reported. The damage to the apparatus due to the magnitude 9.0 earthquake on March 11, 2011, and possible countermeasures in the case of future earthquakes are also discussed.« less
Originally, Harbour Land Ltd envisaged a development with 119 dwellings, 14 of which (12%) would be affordable, a hotel with swimming pool, a small restaurant, 207 parking spaces and a riverwalk extending over the water which would render the dock unusable. Following consultation with the LPA the scheme increased in height and size but alterations occurred in its relationship to the river as well. The riverwalk was redesigned to be built over land, the dock remained usable and became better integrated into the site. It applied for planning permission in 2000 for a 149 unit scheme to include a restaurant and office space as an alternative to the hotel. Wimpey bought the site from Harbour Land with planning permission in 2002 and applied for alterations to the permission in order to make the development more profitable by tuning it better the market conditions prevailing at the time. This new application was faced with significant difficulties and delays. This was because the affordable housing policy requirement had changed between the date planning permission was granted to Frogmore and the date Wimpey applied for the alterations. Finally, the developer and the LPA agreed that affordable housing would be provided off site but this only happened after the application attracted the attention of the Mayor of London. Construction, based on those alterations, begun in 2003 yet planning permission was granted one year before completion, in 2005, due to problems with the section 106 agreement. After 2006 the joint venture scheme (Falcon Wharf Ltd.) applied for some alterations mainly with a view to expanding the size of a few top floor rooms and of the penthouse (apparently bought by Iqbal Latif). In 2007 Iqbal Latif bought the freehold of the whole scheme and reinstated the hotel, a change which required the provision of a gym and spa as well as changes in the restaurant space.
